Bethlehem Steel Corporation
1998/99 Environmental Progress Report

Fulfilling Our Commitment

Bethlehem's performance in safety, health and environment is continuously improving. The downward trend in statistical indicators really began in 1994 with the implementation of the comprehensive Corporate Safety, Health and Environment Plan. This trend continued through 1998 and into the first six months of 1999. Our ultimate corporate goals are to achieve zero lost workdays and zero environmental exceedances.

The key to our accomplishments in the safety and health programs is the Employee Safety Process (ESP). This process is unique in that it involves each employee actively caring for the safety and well-being of all other employees.

The key to our accomplishments in the environmental area is Bethlehem's value-based approach to environmental management - protect value by assuring compliance and performance, add value by leveraging assets, and enhance value through leadership initiatives.

We strive to "protect" stockholder value through implementation of compliance assurance programs, legislative and regulatory activities, effective environmental management systems and auditing of our facilities.

We "add" value through site redevelopment and due diligence activities, development of technology, eco-efficiency (waste minimization), partnerships such as our environmental services consulting partnership and sale of excess emission credits.

We "enhance" value through our association with such organizations as the Coalition for Environmentally Responsible Economies (CERES); our community and agency outreach programs and initiatives; partnering with customers and suppliers; and communicating with stakeholders.

However, we cannot be totally satisfied with our environmental achievements until we attain zero environmental exceedances on a sustainable basis. In seeking continuous improvement in our performance, we are continually looking for new and better ways to protect, add, and enhance value relative to environmental management. Environmental excellence is clearly within the realm of reality and can be achieved through the continued hard work and dedicated efforts of our employees - our most valuable resource.
